Ok, So the best things about this deck is Sliver Overlord and his ability to take control of Slivers which we want to abuse. Most of the creatures we have are small but they like to share buffs, we have Slivers which are tutorable with nice buffs, tribal cards from various tribes that provide buffs too and changelings that will accept the buffs from both the tribal guys and the slivers and are tutorable. Creatures might not get too big but thts where stealing comes in. There are a variety of cards that can change the creature type of opponents creatures to make them slivers and then we can steal them with Sliver Overlord, especially fun for stealing commanders. Then once stolen we can keep them with the extra creature types to receive buffs or focus on stealing more of opponents board, depends on what draws you get and how the mana is looking but both are cool strategies. Also we should have some really unique creatures on our side with all the buffs going around.

This is a budget deck and pretty casual but meant to have a really fun strategy and take advantage of changelings and changeling like effects that predate modern. Please feel free to give suggestions but please make them budget (sub $4 a card), might look at more expensive stuff after I buy all these cards.
