Inspired from my competitive Ally deck and people asking how to make it more budget, and with a couple new changelings being printed in Modern Horizons I felt inspired to provide a new list that is cheaper to get in the ground floor on. Black White allies are possible, but green adds too much to ignore, so if you want to play Changeling Outcast because it's insanely good, feel free.
