So I've wanted to play around with Simic for a while as I had 2 Nissa, Steward of Elements so I've been looking for a reason to use them. Ixalan's Merfolk didn't wow me initially but the additions from Rivals gave them the oomph I felt they were lacking.
This is designed as a tokens and +1/+1 build. Rishkar, Peema Renegade helps with ramp, as i want to get going quickly and allows me to make use of any extra cards i draw from Silvergill Adept quicker, makes for a bigger Nissa, and later enables me to use more of what I get from Seafloor Oracle.
In the meantime, I'm creating tokens, hopefully starting as 3/3 with Merfolk Mistbinder and Deeproot Elite that, make for a nice evasive army with Herald of Secret Streams. Mist-Cloaked Herald will do fine on its own until I can get a Herald of Secret Streams.
Kumena, Tyrant of Orazca helps on many fronts: card advantage, counters and the occasional bit of damage.
It's unlikely I'll get all of Deeproot Elite, Herald of Secret Streams, Deeproot Waters and Seafloor Oracle on the field at once, but if the opponent is silly enough to allow it, it should snowball once I'm dealing damage with unblockable guys, to draw cards, to create more unblockable tokens with counters.
Blossoming Defense protects my non-tokens, and Expel from Orazca deals with most other threats.
Expel from Orazca can be swapped for Unsummon for faster creature threats, with expel being more for artefacts/enchantments or the delay addition (as this deck will hit 10 permanents easily)
I would like to find room for Metallic Mimic in the main deck as extra power (as he's basically a second Deeproot Elite). Verdurous Gearhulk is another maybe, but I don't think the deck needs it.
