This is a quick mono-red budget burn deck that this site deems competitive. It can go as fast as turn 3 with a Rift Bolt turn 1, a Kiln Fiend turn 2, and three Lightning Bolt to swing with Kiln Fiend at 10/2 for a total of 22 damage by turn 3. This only happens with the right hand, but is very possible. A turn 4 win works like this:

Turn 1: Mountain

Turn 2: Mountain -> Kiln Fiend

Turn 3: Mountain -> Kiln Fiend

Turn 4: Mountain -> Fiery Temper (pay the Madness Cost) or any two of Skullcrack , Lightning Strike , Incinerate , Shard Volley , Lightning Bolt , Lava Spike , or Searing Spear , and swing with both Kiln Fiend s

There are many other ways to deal 20 damage by turn 4, but a turn 5 win seems to be more common. A turn 5 win will work if you play a Mountain each turn, which will give you enough mana to play Lightning Bolt or Rift Bolt turn 1 and any of the above on turns 2-5 which should be enough to finish off your opponent. For a tighter budget (around $30) take out Lightning Bolt and replace it with Faithless Looting . If you have a bigger budget, check out R-R-Roasted! (Mono-Red Burn).
