Basically the idea is to have your opponent discard their hand and to keep it empty.

Necrogen Mists for consistent discarding. Budget version of Liliana of the Veil . It's a bit pricier card compared to the others, but not nearly as pricey as Liliana of the Veil . A bit cheaper card would be Cunning Lethemancer but it's a creature, so it's more likely to be a subject for removal, especially since 8-rack runs little to no other creatures

Funeral Charm for instant speed discarding

Wrench Mind for a bit more discarding

Davriel, Rogue Shadowmage for the occasional discarding, mostly for damage

Liliana's Caress not ran in many 8-racks as the idea is less about having them discard and more about having them have 0 cards in hand. But whenever i happen to use a discard spell, it's extra damage. In late game, it encourages your opponents to play their drawn cards rather than try to avoid Rack damage. It's a bit pricier card compared to the others, however

Shrieking Affliction the other half of a usual 8-rack

Bontu's Last Reckoning to deal with large amount of creatures. Budget version of Damnation

Smallpox for removal and discarding

Raven's Crime Retrace puts it back into graveyard, making it recastable. Works wonders with Dakmor Salvage

Dakmor Salvage works nicely with Raven's Crime .

Notable cards for the deck that i didn't mention yet:

Thoughtseize is one of the most defining cards of 8-rack, but it's too expensive. Budget version for it is Duress . But this deck already has 20 discard cards and knowing what opponent has in their hand isn't all that necessary.

Mutavault i'm overlooking this one a bit, i suppose.. i don't really see it to be absolutely necessary for 8-rack, but most 8-rack decks seem to be running it. It could come in handy when you don't have other means of attacking or you could block with it and without instant speed removal, it's hard to deal with (shrug). It's also a bit expensive

Urborg, Tomb of Yawgmoth this one i overlooked at first, but it counts itself as a swamp too, which makes it a whole lot better! Handy if you run Mutavault s or other lands that only produce colorless. Really nice card, but really expensive as well..

Inquisition of Kozilek is often used in 8-rack. It's much like Thoughtseize but limited to 3CMC cards or less. But that's fine in most matches, as the meta in modern concentrates around having cards with converted mana cost 3 or less. Problematic part is of course when they have a wincon bomb in their hand that you can't discard with Inquisition of Kozilek

Blackmail another often used discard spell. Again much like Thoughtseize but limited to only seeing 3 cards of their choice. In 8-rack, your opponent usually should have very few cards in their hand so this limitation doesn't always matter

Quest for the Nihil Stone is not used very often, but if you want more rack effects, with Quest for the Nihil Stone , The Rack , Shrieking Affliction and Davriel, Rogue Shadowmage you can go up to 16-rack!

Waste Not sometimes used but not often. The effects are good, but 8-rack doesn't really need them. Better in casual matches and a beast in multiplayer. But it's also not very cheap..

Ensnaring Bridge is very essential part of 8-rack, but it's way too expensive... possible alternative would be Ghostly Prison but that would need splashing white
