After a six year hiatus, I decided to get back into Magic. This is the first deck I built after my return. The goal was to make a powerful EDH deck while not spending a small fortune. I really enjoy Blue Control so Talrand seemed like a nice fit.

Plays like most blue control. Play land, pass. Police the board without drawing too much hate. Play Talrand on turn six or seven and start making Drakes.

I'm looking for constructive criticism. Keep in mind it's meant to be a budget deck and my first one built in six years.
