This deck combines two decks: Scry Burn and Miracle. I wanted to try and make a more budget deck with the miracle mechanic, and with all the scry burn introduced in Theros, and a 5 damage miracle burn, Thunderous Wrath , it seemed to fit extremely well.

Reclaim and Taigam's Scheming are splashed because using scry lands doesn't hurt the deck very much at all, and these two cards help me find and reuse my Miracle cards.

If you draw any of your miracle cards when you can't play them, don't worry, all you have to do is wait until you can miracle Reforge the Soul , and then use Reclaim or Noxious Revival to prepare the miracle for next turn.

Also, if you have Reclaim you can use Taigam's Scheming to dump a miracle card in the graveyard instead of using it in a set number of turns. This way, you have more control on when you want to use it (but in general I don't think this should be done often, since 1 mana should always be used to Thunderous Wrath when it is available.)
