A budget form (relatively speaking) of Sai, focusing on a Dramatic Reversal + Isocron Scepter combo as it’s most efficient way of generating an arbitrary number of mana, and using that mana to generate card draw for you using Vedalken Archmage and Skullclamp, and the win-con cards are as follows:

Blue Sun’s Zenith + Dramatic Scepter

Most reliable, getting your opponent to draw themselves out avoids “shuffle back into your library effects”.

Steel Hellkite + Dramatic Scepter

With X mana you can pay X to give the Hellkite get +X/+0 and then give a big swing unless they have flyers (in which case you can use an overloaded Cyclonic Rift to bounce them back for the important turn)

Aetherflux Reservoir + card draw

Use this to burn out your opponent by using card draw effects like Skullclamp, Bident of Thassa or Vedalken Archmage To generate enough spells to kill them off one by one. Very fun.

Of course there is the free win of Mechanized Production, but make sure you have some countermagic to protect it for a turn.
