He's steamy, creamy and oh so dreamy. He's Rasputin Dreamweaver, and he's here to make all your fantasies come true.

So yeah, Rasputin's fun for a couple of reasons, most obvious being that his dream counters allow for insane mana ramp with flicker abuse. Seeing as he's in flicker's two favorite colors, he's going to bounce, a lot. Eldrazi Displacer, Nim Deathmantle + a sac outlet or any other myriad of bounce/flicker effects will allow you to either straight up go infinite with your mana (potentially decking someone with a Blue Sun's Zenith or similar card), or at least allow you to play your Eldrazi Titans and other big spells on the cheap.

Aside from the mana ramp though, the flickering serves another purpose in the form of triggering other cards' ETB/LTB effects. Ample life gain, buffing your board astronomically, milling your opponents out or getting insane card draw are all possible depending on what your current board state is.

Since you're playing heavily around flickering/ETB/LTB effects anyway, Dreams of the Dead was included as both a cute nod to the commander and as an easy way of cheating in/reanimating your white creatures, with the option of keeping the creatures around thanks to generic mana being trivially easy to generate and flickering them stopping the cumulative upkeep effect.
