I Currently play in a tier two meta at my local LGS with about two or three decks that are tier 1.5-1. While Riku isn't tier one, I believe that any deck can become tier one when used properly in your meta. This is because if you play in a combo based meta with a lot of storm decks a deck made around ramping into ruin there and giving him hexproof can be a tier one deck in your meta. So onto the deck This deck is trying to ramp into a massive storm turn where you either take infinite turns or win through aetherflux. Riku isn't necessarily made to get to the turn you win his job is more to win itself or to either line you up to win the very next turn or to stabilize.
