Jhoira, Historic Storm is a competitive EDH build a high density of low-cost artifacts and Jhoira's draw ability in order to reach lethal damage through a high Storm count. This desk has a high level of consistency and is easily able to be upgraded. Other builds run a combo utilizing Urza, Lord High Artificer , the Isochron Scepter + Dramatic Reversal combo, and Laboratory Maniac as a wincon, but personally I feel that this combo is constraining and we have other wincon avenues that the archetype can explore. With Mox Opal dropping in price due to its ban in Modern, this archetype is an easily affordable entry point for players looking to explore cEDH.

Turns 1-3 should be spent on building our board state as quickly as possible, both in terms of mana rocks, cost reduction, and various tutor pieces in order to find artifacts that we need. Turns 4 and 5 are the turns we should be prepared to go off, bouncing our board when necessary so that we can win through either Aetherflux Reservoir , Grapeshot , or Reckless Fireweaver . We also have the option to swing wide with the tokens generated through Sai, Master Thopterist and Saheeli, Sublime Artificer . This build is consistent and fast enough that we can typically close the game out by Turn 6 at the latest. An important note to keep in mind is to always keep track of your Storm count, as it is quite easy to hit critical momentum unexpectedly.
To ramp quickly into our commander, we utilize some of the most common mana rocks we have available, especially as this build (and most builds comparable) run land-lite. Most of the ones in the build need no explanation, so I will mention some of the choices I made in terms of Mox. This build currently runs Mox Opal over Mox Amber , Mox Diamond , and Chrome Mox because the Metalcraft requirement is much easier to achieve with our build, especially in the early game when we're looking to build our board as early as possible. Most of the more expensive builds will run all four alongside other mana ramps such as Lotus Petal , Lion's Eye Diamond , Ancient Tomb , etc., but for our purposes we can function just fine with Mox Opal, and buy into the others as we look to upgrade.
The biggest combo pieces of our deck are our cost reducers, which help turn our already low-cost artifacts into zero-cost card draw for Jhoira and a steadily-increasing Storm count. The most critical of these combo pieces are Herald of Kozilek , which is a non-artifact and thus dodges artifact-based removal, and Jhoira's Familiar , which reduces cost for Historic spells.
While our commander has a built-in card draw engine, there will be sometimes that we whiff and don't have artifacts in hand to keep the engine moving. To fix that, we have some card draw spells to fix that. Barbed Sextant , Chromatic Sphere , Mishra's Bauble , and Urza's Bauble can all be sacrificed to either fix mana or get information from your opponent and have card draw tacked on, however it is delayed card draw and not ideal for immediately continuing your chain. Similarly, Conjurer's Bauble and Phyrexian Furnace have utility uses attached to card draw. Ichor Wellspring , Prophetic Prism , Elsewhere Flask , and Tsabo's Web all have card draw as an ETB effect, meaning we draw two cards if Jhoira is present on the board. Both Aether Spellbomb and Pyrite Spellbomb have a card draw effect, but have additional abilities that will more likely be prioritized over that. Mind Stone is another sacrifice to draw, but it has a mana rock ability that will see more play.

Immediately: Replaced Coldsteel Heart with Arcane Signet - Arcane Signet enters untapped and has greater flexibility.

Immediately: Replaced Sky Diamond with Feliwar Stone - Feliwar Stone enters untapped and has greater flexibility.

Immediately: Replaced Mox Amber with Mox Opal. Will likely replace some other ETB tapped mana ramp with other Mox Amber down the road but for the purposes of this deck it works fine.

Immediately: Replaced Foundry Inspector with Helm of Awakening. Helm of Awakening affects all spells, making it easier to recast Jhoira if she gets removed as well as our bounce/counterspells.

Immediately: Replaced Silent Gravestone with Sensei's Divining Top - Silent Gravestone is more of a meta play, as not all decks will run cards out of their graveyard and it also hurts some of our own synergies (i.e. Buried Ruin) whereas Sensei's Divining Top is an important combo piece with Mystic Forge.

Longterm: Need more to add 1-2 more counterspells.

Longterm: Work on Maybeboard for upgrade suggestions.
