This deck is meant to have what is the best utility and value dragons in the game with as many reducers as you can have to get them out early. I have played this deck so many times and it seems like it plays a bit differently every time but it comes out on top more often then not.

I feel the deck has just the right lands that by turn 5 you are doing enough that even if you have taken some early damage you are typically casting a dragon or 2 that will keep your opponents from attacking you anymore until they can figure out how to deal with you. I find I get lucky and get chromatic lantern out early enough and if you have Morophon, Dragonlord's Servant, Dragonspeaker Shaman and Urza's Incubator you can cast The Ur Dragon for free.

The idea is that there is enough reducer's or helpers with Belbe's Portal and Dragon Arch that you are playing your dragons for free, freeing up your mana to play whatever else is needed. I have also had early wins with just having out Dragon Tempest early then playing a card like Utvara as the deck builds up.
