I have wanted to build a commader deck that was prodominantly Planeswalkers. For a while I wasn't sure I could include the number of Planewalkers that I wanted, at least 30, and all of the support cards that I wanted, and still be able to put in other important things, like you know, a win condition.

Then I started to look through the 5 color commander options, and as soon as I saw Progenitus I knew it was perfect. A deck that has a large number of planeswalkers, and mana fixing will naturally have a low creature count. That makes it a perfect deck for a lot of sweepers. However running a lot of sweepers make it harder to put any creatures in the deck at all, like for the purpose of winning and stuff.

Progenitus is the perfect solution to this, because this deck will lend it's self to be more controlling anyway. Also the deck with over 30 Planeswalkers wants a lot of color fixing, which is something that is required for a good Progenitus shell.

I talk about this deck here.
