"As the world leader it is my job to make the people suffer. However I wont be reelected if I don't show the people what a good leader I am. Therefore I must give the people welfare, laws, free Insurance, and some protection. Doing all of this will be costly, so I shall tax them a bit for the public services.

Unfortunately some may see through my lies and evil schemes will end my career swiftly. So I must buy my allies to hurt those who will appose me. Even if all of that fails I will make it so that it will be impossible to attack me.
