I wanted to make a deck around the Phylactery Lich . I'll explain how I build this deck departing from this pretty cool card. This card is cheap () and pretty strong (5/5). This deck had to be fast to fight as soon we have more than 3 swamps. I'm not rich so the last constraint is that deck will be a budget modern one.

This first point is Phylactery Lich highly depends on artifacts for phylactery markers. That's why, we are forced to add artifact.

Let's add 4x Darksteel Citadel which are indestructibles and easy to place on board. Even if it doesn't produces black mana, I don't see any disadvantages.

To be sure we have at least one artifact on the board, we add 4x Darksteel Relic . They are also undestructible and free. Only problem with free cards is that your hand will decrease quickly. If you have a small/empty hand, your tempo will be affected. We have 3 solutions : - Draws cards - Discards cards to force enemy to play with the same disadvantage - Plays cards from the graveyard
