I loved playing Minotaur Tribal during Theros Standard, so when I saw that all my favorite Minotaurs were available in Penny Dreadful, I just had to brew up a list. The basic strategy is to play Minotaurs, attack with Minotaurs, and to occasionally play a burn or removal spell to get rid of those annoying blockers.
Reasons for playing each card:
Ragemonger
-- The premier Tribal Leader; makes your minotaurs easier to cast
Kragma Warcaller
-- The second Tribal Leader; helps finish off games quickly by making your minotaurs scary attackers
Rageblood Shaman
-- This nice minotaur makes sure you get damage through
Felhide Petrifier
-- This not-so-nice minotaur can either make your opponents hesitate to block, or make sure that when you block it means something
Gorehorn Minotaurs
-- A 4-drop 5/5 seems pretty decent to me
Felhide Brawler
-- His downside isn't that bad in a deck full of minotaurs; plus he's a decent 2-drop
Deathbellow Raider
-- A decent 2-drop who's downside isn't that bad in an aggro deck
Lightning Strike -- Because Bolt costs more than a penny
Flame Burst
-- Because I wanted more than 4 copies of Lightning Strike, and this was the best substitute I could find
Burst Lightning
-- Yet another Bolt subsitute
