Budget Izzet midrange Pirates featuring Partners
Malcolm, Keen-Eyed Navigator
and
Breeches, Brazen Plunderer
. Malcolm and Breeches have unique abilities since any Pirate who does damage to an opponent triggers them. This damage can be from combat damage to an opponent, but it doesn't have to be; the damage can come from any Pirate damage to an opponent effect. With these two partnered with Pirates can make a lot of value.
Pirates who have an effect that does damage to each opponent are good with Malcolm and Breeches since they trigger for each opponent who is dealt damage.
Glint-Horn Buccaneer
and
Lightning-Rig Crew
are the main win condition Pirates because of this interaction. Before being win conditions these Pirates can be ramp engines with Malcolm and lots of exile of opponent's cards with Breeches.

Buccaneer Combos
Buccaneer + Malcolm is the main reason right now to be playing Pirates in Commander. This is a powerful two card combo that's also budget. The treasures Malcolm creates are used to repeatedly pay to activate Buccaneer and I can win in the middle of combat only needing as few as 40 cards in my library. When Buccaneer attacks I activate his ability; discard a card and this creates a number of treasures equal to the number of opponents I have. I sac 2 treasures and activate Buccaneer again which makes more treasures and repeat.
If I need to do more damage to opponents then there's cards left in my library then
Learn from the Past
can be cast during combat to allow me to keep activating Buccaneer. If I have 3 or more opponents then Malcolm makes infinite mana with treasures which can be sunk into
Comet Storm
as another win condition.
Breeches, Brazen Plunderer
can also be a win condition by exiling the rest of an opponent's library and is helpful if an opponent has more life than cards are left in their library/mana to put into Comet, but Breeches has to be on the battlefield before Buccaneer attacks.
This is a backup Buccaneer combo if
Malcolm, Keen-Eyed Navigator
is disrupted. Buccaneer soulbond to Lookout or enchanted by Curiosity/Eye can be a win condition at my Cleanup step if I have 8 or more cards. Buccaneer with Lookout/Curiosity/Eye means each time I discard a card I draw a number of cards equal to the number of opponents I have. At the Cleanup step I must discard down to 7 cards in hand when I do this it triggers Buccaneer which then triggers Lookout/Curiosity/Eye. I don't leave the Cleanup step until I have 7 cards in hand; Lookout/Curiosity/Eye have me draw more cards which must be discarded before I leave the Cleanup step and each time I discard it triggers Buccaneer.
Lightning-Rig Combos
Enchant Crew with Freed which lets me untap Crew to keep activating it's ability. When Crew does 1 damage to each opponent this makes a number of treasures equal to the number of opponents I have. If I have more than one opponent this makes lots of extra treasures. One treasure is used to pay for Freed which untaps Crew and repeat.
Viridian Longbow
can equip to a Pirate to make it a pinger to replace Crew in the combo. Any pinger Pirate + Malcolm + Freed enchanted to the pinger makes the pinger a win condition because I only need Malcolm to create one treasure to untap the pinger with Freed and repeat. An equipped creature with Longbow lets me ping an opponent's creature which has nice interaction with
Warkite Marauder
when it attacks.

is an example of a purely casual card that's busted with Malcolm and a Pirate theme. Crew soulbond to
Tandem Lookout
or enchanted by
Curiosity

Ophidian Eye
can be a draw engine since I draw cards equal the number of opponents I have. This interaction can be chainable as long as I draw and cast Pirates who can untap Crew. With Malcolm this is also a mana engine with treasures and the two combine to draw a ton of my library and cast a ton of cards or just draw Freed or
Aggravated Assault
to win. Add
Breeches, Brazen Plunderer
to exile a lot of cards from my opponents libraries and play/cast those cards.
Kediss
Malcolm, Keen-Eyed Navigator
and
Breeches, Brazen Plunderer
are Pirate Commanders who have evasion which makes them more likely especially Malcolm to do combat damage to an opponent. With
Kediss, Emberclaw Familiar
Malcolm creates a number of treasures equal to the number of opponents I have. Breeches also triggers this way; making all my opponents exile the top card of their libraries. Other Pirates doing combat damage to opponents are less needed because of Kediss.
Malcolm and Breeches are both Commanders therefore each of them trigger Kediss when they do combat damage to a player. If both of them do combat damage to an opponent and I have 3 or more opponents then this interaction creates 6 or more treasures and exiles 6 or more cards from top of each opponent's library. These three together in my control can be lots of repeatable value each time either especially Malcolm does combat damage to an opponent.
