To preface I messed this deck up quite a bit trying to add back up win-cons and cute cards, need some help with getting back on track

A B/R Tribal(?) Vampire Commander deck that has a lot of control elements both board and card advantage. A minor discard theme was added since these colors can achieve that very well while retaining an oppressive board state, Sangromancer over preforms in this regard. A lot of tweaking and testing with new cards and the mana-base has left this deck in a messy state and has lost a lot of its competitiveness in my playgroup. Suggestions are welcome, I want to keep a mild budget for replacement cards somewhere in the $200-250 range.
