I copied this deck from staceyonthetrombone. As per usual, in order to fit my playstyle, I changed about half the cards in the deck. I really wanted to try a Noyan Dar, Roil Shaper commander deck, but can't play control. I just don't have the patience. I also dislike field wipes - which I know was a big advantage of the Noyan Dar deck - using the "nonland permanents" clauses in the destruction spells. I've also eschewed most of the tutors, because I'd rather have variety in my games. I ended up switching the deck to a token focus that I think could be fun.

Fun with Intruder Alarm :

~ Summon the School will produce infinite tokens if you have 4 land creatures & 2 merfolk (such as Augur of Bolas & Talrand, Sky Summoner or if you have managed to play Summon the School Twice with any of the other recursion cards.)

~ Meloku the Clouded Mirror produces infinite tokens and landfall as long as you have 1 land to bounce and Walking Atlas on the field. Tap land, return it to your hand, get an illusion, tap Walking Atlas to replay the land, tap it, return it to your hand, get an illusion, Walking Atlas untaps, tap it to replay the land, repeat ad infinitum.

Fun with Isochron Scepter :

Any one of the 2 or less CMC instants in this deck can be fun with Isochron Scepter . I've included card draw, protection, flying, recursion, countering, adding counters & more.

You can also imprint Cloudshift , Otherworldly Journey or Momentary Blink to perform a similar function to Deadeye Navigator .

Fun with Deadeye Navigator :

~ Archaeomancer - Blink this guy to play your instants and sorceries again.

~ Augur of Bolas - Filter your instants and sorceries out of your deck.

~ Elite Scaleguard - Bolster your creatures - more counters!

~ Kor Cartographer - Grab more land!

~ Deadeye Navigator + Intruder Alarm + 2 Land Creatures = Infinite blinking of the navigator's paired creature. Use this to create infinite mana if you have more than 2 Land creatures, plus infinite casting of your instants and sorceries with Archaeomancer or infinite counters with the Elite Scaleguard or any creature plus Cathars' Crusade , etc.

~ Goldnight Commander & Cathars' Crusade benefit all your creatures every time you blink one or drop a huge amount of tokens.

Fun with Proliferate:

Steady Progress , Fuel for the Cause , & Contagion Engine all provide more proliferate. Inexorable Tide proliferates every time you drop an instant or sorcery to trigger Noyan Dar. Viral Drake has proliferate, flying & infect, making it hard to defend against if you can get even 1 point of damage through. Bonus points when used with Banshee's Blade , Distortion Strike , Emerge Unscathed or Feat of Resistance .

The Maybe Board includes a couple of expensive upgrades to the deck. Crucible of Worlds can replace Seer's Sundial for more land recursion, and Monastery Mentor would replace Plague Myr for more token awesomeness.

*Edit to add that I no longer consider this deck budget. When it was built 5 years ago, all of the cards were very inexpensive, and many have now hit the stratosphere. A year ago, I rebuilt the deck to try and keep the budget at $100, and even that is now hanging out around $150. Noyan Dar Roiling Along ~ $100 Budget 2.0
