The deck is designed to maximize milling and discarding. Persistent Petitioners is the main effect to take advantage of milling. Laboratory maniac is a win condition if enough persistent petitioners are on the battlefield, with illusionist's bracers, or causing opponents to mill out.
There is plenty of graveyard love and effects with the other creatures and spells to keep you and your opponents busy while the game progresses, such as instant and sorcery return, and token creatures. Muldrotha is the commander to keep the petitioners on the field once they become targets.
