Main concept is to keep the opponent at bay by keeping their graveyard full, battlefield empty, light countering. By keeping opponent at bay you can pump the agents or the nighthowlers and get off bigger attacks over a couple of late play turns.

Milling your opponent will take care of the nighthowler pumping enchantments and instants will take care of opponents creatures on the battlefield and subsequently pumping up the nighthowlers.

Clones give a little versatility if you need to clone an opponent creature or quickly double a nighthowler in play.

This deck started from SaltySpecula's budget deck under $20.

Play tested today at the LCS against a serious Mono White deck

Round 1: Had control most of the game but life gain on the WH took the game over all

Round 2: Black Mana starved lost

Round 3: Mana starved held out and started to get control until removed Boros Reckoner 3 times but he came back and took me out.

I have to admit that I made a few mistakes like forgetting to draw a card on Scourgemark and forgetting to scry a couple of times definitely would have changed outcomes of a couple of games for me. Lesson learned -> Slow down and make sure to take advantage of each card you play!
