I'm apparently the last person in the world to open a Niv-Mizzet and go "hey, this would be a great Commander!"

The idea is to get Niv-Mizzet on the field, throw a curiosity/ophidian eye/tandem lookout on him, and draw your whole deck and ping people to death, But you can't actually ping people to death, so I added a Laboratory Maniac so you can just draw through your whole deck and win.

The rest of the deck is things to play a more generic spellslinger, thousand-year-storm style. The idea is you can hopefully stay alive by pretending to be a more generic deck, removing threats, drawing cards, and ultimately cast spells to help dig through your deck to look for Transmute cards to tutor for your curiosity/ophidian eye/tandem lookout, so you can get your combo together and win.

Also: This is largely a budget build. I'm planning to pick up an Izzet Guild Kit to fill in a lot of these slots, and I don't plan to spent a ton of money on this. My group is pretty casual so I'm not looking for the super cEDH solutions here, just keeping things on the lower end, cost wise.
