Nikya Says "No Creatures!" On A BUDGET

My friend pulled Nikya as his prerelease foil at RNA. The first thing I said to him when he pulled it was "let me build an EDH deck for you, please". His budget is relatively low, around $25, so when giving suggestions, please keep the budget in mind. Honestly, I don't know what I think about this commander. In my personal opinion, she seems like a worse version of Grand Warlord Radha . I have an EDH deck built around her (Radha Ramps Like Crazy On A BUDGET) that seems like it has more potential than this one. However, there's something to be said for what you like to build around, and if tokens aren't your thing, I recommend this deck over Radha.

Budget Note: He already owns Beast Whisperer and Nikya, so I'm not including those in the budget.

Breakdown by Category:

Ramp - SO. MUCH. RAMP. It's all mana dorks, and a lot of them don't tap for mana, but rather untap a land I control. This is super powerful, because with Nikya out, all my lands tap for two, instead of one. This means that essentially the mana dork is "tapping" for two mana, which is, suffice it to say, very good.

CardDraw - With Nikya, it's very likely you'll empty your hand out onto your battlefield very quickly. That means you need ways to fill your hand back up, so you can empty it out again. These creatures allow you to do this. It's important to note that while Shefet Monitor and Krosan Tusker don't do anything when they enter, but you can cycle them away for extra bonus. If you don't need that, then they can just be big beaters.

Removal - Seven creatures that allow me to remove pesky threats, which is always important in EDH.

BIGGUYS - Big stompy dudes. Turn them sideways, smash face.

NoncreatureHate - If I'm not playing creatures, I'm gonna make my opponents wish they weren't either. These creatures help make my opponents noncreature spells punishing, so that it hurts when they do the one thing I can't.

TRAMPLE - What's better than having a bunch of big dudes? Having a bunch of big dudes, with TRAMPLE!

ManaSinks - With the insane amount of mana Nikya generates, it's important to have some sinks that you can pour mana into, in order to keep generating threats late game. These creatures, mostly hydras, help make that happen. Which makes me wonder, is Nikya Hydra Tribal viable...?

WinCons - Nothing is specifically a win-con, the goal is to just smash face. However, I would argue that these cards below really solidify a victory if you have them out.
