Here's a fresh list I plan on building soon, so as is it's untested and unrefined. Goal is to be budget and fun but still put up a serious fight. Plus Naru is wife

The goal is simple: Get Naru, get a flicker spell, and go to town for infinite combo plays. Some are instant wins, like with Sunscorched Desert or Sage's Row Denizen . Others are devastating steal and bounce plays, such as Capsize or Aven Fogbringer to remove all their lands or Agent of Treachery or Mass Manipulation to steal the entire board in one swoop. Everyone will hate you and you will feel very wizard. See below for a list of combos.

Our gameplan until then is the usual: we're gonna ramp, search for combo pieces, and hopefully slow down the game enough to see it come out. Here's where I see a lot of the deck's fine tuning will need to be done, with the exact balance between how much counter, card draw etc. we run. There's some strange ones in here like Mizzium Meddler and Portal Mage for versatility and potential clutch plays. There's plenty of conventional counterspells.

Naban, Dean of Iteration actually lacks synergy with many of our wizards, but he's not useless. His greatest asset will be misleading our opponents on the deck's strategy and drawing out their removal pieces. Poor Naban. He opens up more combo options with Naru and adds incredible value to our normal plays though, so I think he's a very worthy inclusion and a solid backup commander when you want variety or a change in gameplan. This deck can definitely function with Naban's more trickled out value engine plan which might match up better against other blue decks. The same goes for Azami, Lady of Scrolls , she's a great alternative that might function better against other matchups. Naru Meha is our flagship commander because she guarantees our first combo piece, and also because she is wife. The deck should probably be playing Baral, Chief of Compliance , but there's lots of things it should be playing.

There are a lot of obvious upgrades to make this a more reliable combo deck, such as Mystical Tutor , Sensei's Divining Top , etc. But the thing is I'm poor and I like paying rent more than buying cards. We have some decent budget options for card searching, and we really have to since 3 combo enablers ( Ghostly Flicker , Illusionist's Stratagem and Displace ) in a 100 card deck really is a needle in a haystack. Mainly, we just run a lot of card draw. Cards like Impulse and Drawn from Dreams go a long way helping us dig for what we need. You can also transmute Drift of Phantasms to fetch Ghostly Flicker or Displace .

Okay, so here's the basic idea: Naru and flicker spells like Ghostly Flicker and Illusionist's Stratagem can loop into each other infinitely. They flicker Naru, Naru copies them each time she's about to flicker, rinse and repeat. There's so many different permutations you can do with this that I can't go over them all exhaustively, but I'll explain the three most basic gameplans.

COMBO 1: INFINITE ETB Ghostly Flicker , Illusionist's Stratagem and Displace can all flicker two creatures at once, so we can abuse that with Naru to loop their effects forever. This has devastating impact with cards like Aven Fogbringer , Agent of Treachery , Master of Waves or Solemn Simulacrum . You will need 4UUU mana for this combo, or 5UUU with Illusionist's Stratagem. Be careful with the latter, because you can deck yourself out. 1. Cast your flicker spell, targeting anything. 2. Flash in Naru Meha, Master Wizard , copying the flicker spell. 3. Resolve Naru Meha, and now target her and a ETB creature with the copied flicker spell. 4. Resolve the copied flicker. Naru Meha's copy ability goes on the stack. 5. Resolve Naru Meha, and rinse and repeat from step 3.

COMBO 2: INFINITE SPELL COPIES This one is similar to the first, except you'll need Naban, Dean of Iteration in play. Naban will duplicate Naru's ability, allowing you to copy a second spell on the stack each time she flickers in. Here's how it goes: 1. Cast the spell you wish to copy infinitely, such as Blatant Thievery or Capsize 2. Maintain priority and cast your flicker spell, targeting anything. 3. Flash in Naru Meha, Master Wizard , and her ability goes on the stack twice. Target both spells. 4. Resolve Naru Meha and target her and anything else with the flicker spell. 5. Resolve the copied spell from step 1. 6. Resolve the copied flicker. 7. Resolve Naru Meha, and have her 2 copy abilities go on the stack again, rinse and repeat.

Unfortunately, this combo takes an absurd amount of mana. Lucky for you, it's very cool and you'll want to do it anyway. You can instantly close out a game with Archmage's Charm this way by having opponents draw through their decks.

COMBO 3: INFINITE MANA Ghostly Flicker alone can flicker lands, so with that we can generate infinite mana. Here's what that looks like. With Ghostly Flicker in hand and Naru in hand or command zone and at least 4UUU mana: 1. Cast Ghostly Flicker , targeting anything. 2. Flash in Naru Meha, Master Wizard , copying Ghostly Flicker . 3. Resolve Naru Meha, and now target her and a tapped land with the copied Ghostly Flicker . 4. Resolve the copied Ghostly Flicker . Naru Meha's copy ability goes on the stack. 5. Tap the flickered land. 6. Resolve Naru Meha, and rinse and repeat from step 3.

Infinite mana opens up Capsize and Mass Manipulation plays. If you slot in Blue Sun's Zenith or Stroke of Genius you can also instantly eliminate opponents. If you have Sunscorched Desert or Heirophant's Chalice in play you can flicker it to burn your opponents to death, or flicker Radiant Fountain or Seraph Sanctuary to gain infinite life. These are all plays only possible with Ghostly Flicker .

As you may have noticed by now, these combos are incredibly open-ended and versatile. No matter what hand and board you're working with, you're likely to have options as soon as a flicker spell lands in your hand, and that's what this deck's all about. They might not all be instant game wins, but they'll be interesting. The best part about each of these 3 combo structures is they have mix and match potential--you can abuse Master of Waves ETB right as you generate infinite mana for a big Mass Manipulation . And if you have Psychic Corrosion or Sage's Row Denizen on board you get access to a mill out while doing anything else.

If you budget in Laboratory Maniac or want to try keeping Jace, Wielder of Mysteries alive, you can deck yourself out for a win with Illusionist's Stratagem , Azami, Lady of Scrolls or any other card draw replication.

All in all I love this deck for its versatility and game winning potential despite its tight budget. It makes pretty quiet plays up until your combos are set up, so the heat is likely to stay off you as the other players at the table crush each other with their fatties. Being in blue, we also have access to a lot of tools to shut down other players infinite combos so only we get to do it. That's important. But most importantly, Naru Meha is wife.
