What To Win?

Illusionist's Stratagem and eight mana ()

Stratagem lines are the most compact but – obviously – also the most mana intensive. By casting Illusionist's Stratagem without targets, holding priority, and then copying Stratagem with Naru Meha, we can draw our deck.

OR

Ghostly Flicker, seven mana (), and an outlet.

Flicker Lines are less costly but also require an outlet. As with Stratagem, we cast Flicker, hold priority, and copy the Flicker with Naru Meha. This produces unbounded blue mana so we need to leverage that mana. Conveniently, many of the cards we would already want to play in a blue shell act as outlets. Most of those interactions are self-explanatory in the list (Stroke of Genius, Pull from Tomorrow, etc) but some are much more interesting:

Reality Shift & Rapid Hybridization: Allow Naru Meha to go to the Command Zone rather than Exile during the flicker after generating unbounded mana. Then cast one of these cards, hold priority, and copy the spell targeting Naru Meha. You can now create infinite Frog Lizards or Manifests equal to your deck size.

Sunscorched Desert: This land have enter the battlefield effect which sweep the table immediately with 1 damage.

Prophetic Prism: Draws your entire deck.

The deck is designed to play in instant speed, so, play in the end phases or as a response. I opt to not use Lab Maniac, so, take care with the Stratagem cause when you draw your entire deck, maybe, you'll not have mana to cast a win condition, so, do the Stratagem + Naru in the end phase, let some cards into your library, pass the turn for you, then win into your turn with all responses into your hand, or you can do the combo to get all responses needed to stop someone.
