Narset Does Not Like Creature Spells On A BUDGET

This is an interesting brew I'm making for my friend. The idea is to power up Narset and then abuse her ability to make her even more powerful. Throw in some extra turn cards, top deck manipulation, and a whole bunch of voltron and you've got yourself a really powerful noncreature engine

Breakdown by Category:

Voltron - Cards that help pump Narset so I can win through commander damage.

TopDeckManipulation - Cards that allow me to manipulate the top of my deck, so I have some control over what Narset cheats out.

Control - A couple cards that help me counter whatever I don't want to resolve, namely board wipes that aren't mine.

Ramp - It's EDH, I mean come on!

CardDraw - In case I run out of gas, and card advantage is just always good.

SpellAdvantage - Cards that like my insane amount of instants/sorceries/noncreature spells in general, or cards that get me more noncreature spells.

ExtraTurns - Cards I can cheat out with Narset that let me take an extra turn.

WinCons - Huge costing cards I can cheat out and basically take the game with if I use them right.

Removal - Cards that help me remove pesky things that are getting in the way of my eventual winning.

BoardWipes - Targeted board wipes that will hit almost everything... except Narset.

ManaBase - Lands.

This deck is a ton of fun to play (getting 11 extra turns for free isn't broken at all) and I'm really proud with how it turned out.Suggestions are very welcome because I would love to make this deck even better than it already is but please keep the $35-$40 budget in mind!

Updates Add

After making some changes and tuning up the deck a bit (more ramp and fixing, took out some cards that weren't pulling their weight like Ral) I decided to playtest it. I ended with a 40/40 indestructible unblockable infect vigilance (the list goes on) Narset and 11 extra turns for free. I'm really happy with how this turned out. I am terrified, because my friend intends to buy this deck (yaknow, cause I built it for him expressly to buy) and now I'm gonna have to really step up my game, but it's worth it to lose to such a crazy combo generator.
