There are just too many creatures. That will be your greatest downfall. First, I think you should replace Incursion Specialist with Dual Casting . I will evaluate the feel for your deck after reading your response. (I am [not] secretly a robot)
i can understand people's dislike of Incursion Specialist but its use in this deck is to activate the cipher on Hands of Binding . Dual Casting only copies and does not actually cast a card. This matters in terms of Guttersnipe .
Curiosity + Guttersnipe /Invisible Stalker is much much better than trying to run your Incursion Specialist . You can use the Curious Stalker to ping for 1 and attempt to keep up on land draw, and the Curious Guttersnipes allow you to chain cast the top of your deck. Augur of Bolas is just bad. You don't need to worry about top deck setups when you're drawing 2+ cards a turn. They're wasted card slots. Throw in a few Runecaster's Pike and another Curiosity . Swap out Faithless Looting for Think Twice , its seriously a superior card. I'd move the Nivmagus Elemental to your sideboard, as its only truly decent against certain decks (Mirror match, but yeah, good luck finding another Izzet player in your state!)
Incursion Specialist ..... I just don't like it. You should be dealing most of your damage through Guttersnipes or direct damage. You also need much more control. Consider things like Mana Leak or Syncopate . You might want to consider Skullcrack to counter all the Thragtusk play out there. Nothing will ruin your day more than someone gaining ANY amount of life, especially against this deck. Its not that the deck is weak, its that your damage sources will be limited. And you MUST control the field. You're creatures aren't gunna do it. Your control will.
About my last comment. I have no idea what I was thinking when I mentioned Mana Leak . I can be an idiot some times. Its not even standard any more. I need more coffee.
I'm agreeing with the guy who said ditch the Incursion Specialists, dual casting might not help the Snipe directly but it will help the Nivmagus Elemental by providing you with spells that can be exiled without taking a card with them, that overpowered elemental in turn will make your Curious Snipe priority number two for removal spells.
I'm not a big fan of the Auger of Bolas but I also have the ability to get mana starved in a 30 mana goblin deck. Personally I'd drop the Auger for two more Curiosity and two Jace's Phantasm .
