The point of this deck is to ramp like a madman and cast kozilek on turn 3-5, and then proceed to destroying your opponents. Turn 2 kozilek with haste is possible if your luck is insane, turn 1 is possible if you have a godhand. The deck can kill incredibly fast (you only need to hit a player twice, and a turn 3/4 hasted kozilek is almost guaranteed to leave your opponent with no permanents).

About when to mulligan, you should keep a hand if you have 2 lands and 2 pieces of ramp generally, but you can't really keep to a formula like that. A hand with no lands, but mana crypt, sol ring, mana vault and a mind stone is definitely a keep too. Plan out the first 3 turns with your hand and see if you can get close to the 10 mana goal, if you can't, then mulligan.
