Mono Blue Mill - Standard - Super Tight Budget

This deck is just flat out annoying to play against. This deck is roughly a $40 deck to build.

Baral, Chief of Compliance and Curious Homunculus   to lessen the cost of Instant or Sorceries.

Anticipate, Glimmer of Genius, and Comparative Analysis to help you draw cards.

Tons of Counter Spells to slow the opponent down.

With this many Instants it triggers Niblis of Frost ability and taps a creature and it doesn't untap during its controller's next untap step. Great card to help take over the game.

Startled Awake   is the main Mill card. If you can cast that and respond with Insidious Will you can copy it and get 26 cards down in one turn! Sounds like a lot to cast but if you have Baral and Curious Homunculus then you can reduce the cost by and pay only

I've played this deck several times and it works! I've won several times by Mill. Be warned: you tend to get low in health before you take over the game. Once you take over, your opponent has no chance to win.
