A new twist on a old classic. The idea behind any good mono blue aggro deck is to curve out nicely and use your devotion to do nasty things.

How the deck plays.

Turn 1. Dakra Mystic, Triton shorestalker or scry land.

Turn 2. If you have played a land with a green base slam down Kiroa's follower, this will help ramp and also provides sudo vigilance later game. Playing Harbinger isn't the best play, saving him for later to send creatures packing and to provide extra devotion. Use other one drops with spare mana.

Turn 3.Turn 3 can play out many different ways you can either play thassa to provide scry each turn and get in for some damage turn 4, use dakra for card advantage, play shore crasher elemental to set up a master next turn. If you have kirora's follower out turn 2 your best play is to play collected company and hope to hit thassa and shore crasher instantly giving thassa devotion to be a pain.

Turn 4. After laying down some devotion its time to start swinging in for some unblockable damage. Playing master will ofter win you the game left unchecked and can be used with oblisk of urd naming elemental's in the same turn to make sure they stick around giving you a army of horses. Oblisk can also be used in conjunction with merflok giving your whole team a boost.

The main objective is to get devotion enabling cool plays, and just flood the board with creatures and swinging in for the win. =)
