Budget Goal: Melek for <$20.
How to play the deck: I absolutely hate playing against Melek. Most people playing this dude will put extremely abusive things in such as Time Warp or Time Stretch in, then things to get them to the top of their deck, like Call to Mind then Brainstorm. While I love playing EDH, I hate being a player and spending the entire game watching my opponent play. This deck doesn't play like that. While it's much more casual and less of a Spike deck, I tried to make it as fun for the player as it is for the opponents. Sure, nobody likes getting their spells countered, but if they're ruining your plans, they deserve it.
So, I have broken the cards down into categories.
We have some ramp cards as well as some cards for which instants and sorceries matter. Since Melek cares so much about instants and sorceries, I figured the rest of the deck should as well. We also have a set of cards that allow you to copy spells. With 26 percent of your deck being instants and sorceries, every fourth card is going to be something that would otherwise be a one-off. Wouldn't you rather cast it thrice? See Melek, Izzet Paragon and Mirari to check out what I mean there. You can also use Wild Ricochet to copy somebody else's spell three times if it's on top of your library using the same two others. Is your opponent casting a Rite of Replication on their Avenger of Zendikar? Why not change their target to one of their plant tokens, and give yourself five sweet Avengers? Then, you can do the same twice more with Melek and Mirari!
We also have cards specifically for drawing cards, dealing damage, and countering spells. These are all self-explanatory. Retrieval is the other category I have listed, and is essential in a deck that insists on playing instant and sorcery cards.
There are so many options for this deck if you want to upgrade it. I wanted badly to put in Niv-Mizzet, the Firemind, but it didn't fit in the budget. Another great addition if you were to expand your budget would be Keranos, God of Storms.
