Budget Goal: Lavinia for <$20.

About the Deck: Lavinia is a pretty powerful card. She shuts down so much stuff. She shuts down nearly everything with an activation cost. Yes, EDH is the "battlecruiser" format, but if you can get her out on the board fast enough, your opponents won't have access to their Sol Rings, Kydele, Chosen of Kruphix, or Mana Vaults that help them play those cards with CMC greater than 4.
Here's what you need to do in this deck: Ramp out some land early with things like Wayfarer's Bauble and Oreskos Explorer , then begin to play cards to your benefit. This is what I call a "late play" deck. By that, I mean that more often with this deck you are playing cards/abilities either on your second main or on other players' turns.
This deck features a lot of things to save your mana for. Yes, there are only 36 lands in the deck, but you have (in my opinion) enough rocks/land fetch to get mana out on time. If you feel the need for more land or more ramp, the first category I would swap cards from would be the "Life" category. Of course, you could swap out something like Leonin Elder for something like Tranquil Cove or Pristine Talisman in order to still give you a card in that slot that gives some sort of lifegain as well as mana.
Take a look at the cards in the "Flicker" category. While you can use each one of these to help you get another ETB out of a creature, some are double-use. For instance, if an opponent plays a boardwipe, Ghostly Flicker won't save any of your creatures due to the fact that they'll reenter the battlefield prior to the resolution of the boardwipe. Eerie Interlude, on the other hand, will exile your creatures until end of turn so that they'll be safe. Galepowder Mage can be used defensively as well as for ETB purposes. Say the defending player has that one creature that could easily block your Mage. You just target that creature as the Mage attacks, and voila! You're good to go. On the other hand, you could simply target your Archaeomancer to bring back Ghostly Flicker from the graveyard, or target your Phyrexian Ingester to permanently exile one of those problem creatures.
Save mana during your opponents' turns for things like counterspells and abilities. You never know when you are going to need to stop that Cyclonic Rift or Blasphemous Act.
As for possible upgrades, there are so many. If you're feeling curious, get on Magiccards.info or Gatherer and just search what WU creatures have ETB effects that you need. My playgroup is different than yours, and you'll likely have different needs. If you were to expand your budget and begin upgrading that way, there are a few cards (other than the obvious land upgrades) that I would consider: Brago, King Eternal, Venser, the Sojourner, Draining Whelk, and Mystifying Maze would be among the first. Of course, if you're made of money and are looking at budget decks by accident, there's always Snapcaster Mage.
