Budget Goal: Kyoki EDH for <$20.
About the Deck: So, about half this deck is either Spirit or Arcane spells when cast. Your commander is Kyoki, Sanity's Eclipse . I had never seen this card until I started looking at mono-B commanders to make a budget deck with. I immediately saw a fun (to play with, not against) card. Although there are pretty brutal ways to build this deck, his built-in ability makes him pretty harsh off the bat. Kyoki not only gets rid of cards in the hands of your opponents, he exiles those cards whenever you cast a spell with the subtype Arcane or Spirit.
We have a couple discard-related cards to kind of accelerate Kyoki's theme, since Kyoki is a 6-drop. If Kyoki has to go back to the command zone, you're looking at + the commander tax. Of course, you do have things like Crypt Ghast to help you out with that. The discard cards help you get to cast Kyoki before your opponents do stupid things. Since I was trying to keep the theme of Arcane/Spirit/Budget, these cards are a little high-cost as well, but you have Removal cards to assist you too.
So pretty much what you need to do is get Kyoki out (safely) ASAP. Then cast tons of Spirit and Arcane spells, removing those pesky cards in the hands of your opponents. You have cards like Skullcage that punish them for not having "enough" cards in hand, so they take damage there, but you also will hopefully be in a place where you can swing in with no obstacles.
