Merfolk Commander.

Play many merfolk creatures with low CMC so you can get out a lot of creatures quickly. The main goal is to have enough creatures to easily activate Kumena's third ability in particular to ramp all of your creatures, until you have a lot of powerful creatures. If you end up drawing many creatures that can ramp a target creature, or you aren't cheap enough creatures to use Kumena's abilities and still have blockers, or some other unlikely situation like that, you can try to take advantage of Kumena's first ability by ramping her, making her unblockable, and then killing your opponent with commander damage. Sticking with the first strategy is a better bet though.

Another important strategy in this deck is getting out cards that let you untap your creatures at additional times besides your untap step. These cards include Merrow Commerce, Quest for Renewal, and others. I also included Vitalize and Dramatic Reversal as instants to untap everything.

This deck plays slowly, at least at first, but having many creatures should prevent faster decks from winning because they are good blockers. After a few turns of giving all of your creatures +1/+1 counters (using Kumena's third ability), your creatures (all merfolks) should get pretty powerful.
