Kess, Dissident Mage, is a pretty awesome new Storm commander, that just released in the Wizards C17 deck, i originally ran a Yidris, Maelstrom Wielder storm deck but when C17 was released it Kess became my new baby to work on.

So storm is pretty straight forward, play a bunch of spells in a single turn and use one of a few different ways to deal damage to your opponents and hopefully kill them all at once.

With Kess, Dissident Mage we have the advantage of receiving a free Snapcast Mage ability each turn when she is on the field. We can use this to our advantage very easily.

The primary win conditions for this deck are

1: Aetherflux Reservoir + Paradox Engine + Mana rocks such as Gilded Lotus + Mox Diamond + Mox Opal , this effectively gives you infinite mana to continue to cast as many spells as you want, and considering the low mana cost of everything in this deck it's pretty easy to achieve. Also with this one you can cast Copy Artifact and duplicate Aetherflux Reservoir thus netting us double the life then before.

2: Paradox Engine + Tendrils of Agony

3: Guttersnipe + Paradox Engine For the second two it's generally the same principle with getting the mana rocks out and using Paradox Engine to cast as many spells as possible.

Early Game:

So you opening hand should contain at least 3 lands or a combination of lands and artifacts that will allow you to setup a good mana base, generally by turn two you are good to go with your mana, if you mull right, you also want to make sure you have some sort of hand/deck manipulation. Generally if you start with Wheel of Fortune or Windfall in your opening hand you are pretty good to go.

Mid game:

At this point you should have at plenty of lands in play and if you're lucky you've drawn into your needed artifacts, IE Paradox Engine, this is the main one and really makes the deck work very well, if at the mid game you do not have mana rocks on the field, Paradox Engine or Aetherflux Reservoir, however if you have only one or the other, use a tutor to get the second piece. If by some bad luck you don't draw either of those two cards you should have a tutor available, use it to get Tezzeret the Seeker and get him into play because he can tutor up all your artifacts right onto the battlefield for free.

Late Game:

Honestly the game shouldn't have gotten this far with this deck, if by chance you make it to turn 15 or so, something went really wrong along the way, but all hope is not lost, just try and work your way through your deck with the various card draw and deck manipulation cards, until you can get your combo pieces out, then either use Kess, Dissident Mage ability to utilize your graveyard for a tutor, pull out Yawgmoth's Will and storm out from your graveyard.
