I was bored, and this is the result.

Why play Jori En over other commanders in the same colors or archetype? Jori En is cheaper than Rashmi, Eternities Crafter and Niv-Mizzet, Parun. Unlike 4c Curious Control, the entire draw engine is in the command zone. Jori En has more interaction than Nin, the Pain Artist and while her draw engine is less explosive, it is more consistent. She is an efficient commander that intends to grind your opponents into top-deck mode.

Jori En is not a tier 1 commander. Why? She's neither a combo piece or an outlet for infinite mana like Nin, Thrasios, Triton Hero, or Niv-Mizzet. She's Izzet, so she lacks the powerful ramp of green and the tutors of black. Additionally, her draw trigger does require hoops to jump through. She heads a fringe archetype that may not have the tools to keep up with combo decks or dismantle stax locks.

The win conditions (of course, for Isochron Scepter, you need two or more nonland sources of mana): Isochron Scepter + Dramatic Reversal + Sensei's Divining Top/Stroke of Genius/Enter the Infinite + Thassa's Oracle = Draw your library and win with Oracle Isochron Scepter + Dramatic Reversal + Sensei's Divining Top/Stroke of Genius + Nexus of Fate = Draw your library and take infinite turns Isochron Scepter + Mystical Tutor + Nexus of Fate = Infinite Turns Enter the Infinite + Thassa's Oracle = Draw your library and win with Oracl Enter the Infinite + Nexus of Fate = Infinite Turns

Playstyle: Play Jori-En as soon as possible. Once she's out, your only goal in life is to disrupt your opponents as much as possible until you hit a win condition. Wait until there's a combo piece or value engine, counter or remove as necessary, then play a second spell to get the draw trigger.

Final Notes: Wheels are not present as Jori En doesn't personally benefit from them and the deck isn't trying to race to a win, so rarely will you empty your hand faster than your opponents. I am still debating on whether to add Copy Artifact as a win condition to loop with Reality Shift or Swan Song. I am also contemplating removing Enter the Infinite for a Polymorph/Reweave package with Tidespout Tyrant.
