Nice, fun, cheap deck I put together to be good but not overpowered with Jhoira, Weatherlight Captain at the helm.

Wincon’s: 1: Laboratory Maniac. Decking yourself is incredibly easy, it’s made easier by cards like Thought Reflection which draw you twice as many cards, reinsuring you always draw a historic spell for Jhoira.

2: Psychosis Crawler/Niv-Mizzet, the Firemind. So long as you have one of these out and you are drawing through your deck, you should be able to kill the table. With niv-mizzet you’ll probably only kill 1-2 people, so Elixir of Immortality will let you continue your drawing as long as you have a sac outlet for your artifacts.

3:Krark-Clan Ironworks. You can use Myr Retriever + Scrap Trawler along with at least one mana reducer to draw your entire library (as well as get seemingly infinite mana).

4: Blue Sun's Zenith. If you’re producing enough mana from your mana rocks with Paradox Engine you can always force your opponents to deck themselves.

5: Grapeshot/Aetherflux Reservoir. Storm is pretty straightforward here, but I dislike it because it feels the most iffy about being able to kill the table with Grapeshot unless you’re drawing twice as many cards off Jhoira.

6: Walking Ballista. Have enough mana? Put it on this guy and go to town.

Win more cards: I find these the easiest to replace if making the deck more competitive. Sai, Master Thopterist Paradoxical Outcome Saheeli's Artistry Phyrexian Metamorph Thought Reflection Knowledge Pool Saheeli, the Gifted.

I know Knowledge Pool looks weird, but in this deck, it’s helpful to have. Jhoira, Weatherlight Captain triggers whenever you cast a historic spell, Knowledge Pool has you cast cards exiled with it, so Jhoira will see two cards being cast and you will draw two cards total.
