It's a competitive historic combo/storm deck built around the new commander Jhoira, Weatherlight Captain . It's also the first Jhoira deck ever appeared on Tappedout.net. I've tried not to build it like a cheeri0s deck because that can be quite weak if your opponents have a lot of removals and keep aiming at your commander.

Jhoira, Weatherlight Captain

It's an artifact-based combo deck that abuses the commander's ability to draw cards. Ideally you wanna have the commander out on as early as turn 2, and if that's the case, you could probably win on turn 3 or 4. Having the commander onboard gives you so much advantage since you can constantly refill you hand after casting spells. However, this deck was built with the ability to operate even if the commander is not able to stay on the battlefield.

First analyse your hand and the meta. If you have a very fast hand with lots of ramp spells, always try to get Jhoira, Weatherlight Captain out as early as possible. The truth is that the earlier you have Jhoira out, the better the chance you can win the game if you're not in a removal-heavy meta. If unluckily you're in a removal-heavy meta, or if you have a rather slow hand, you should change the game plan to be a more controlish one. You can try to assemble the combos while interrupting others instead of casting your commander on early turns. And use the commander to finish the combo once you had infinite mana

Bouncers

Bouncers are crucial cards in this deck. With Jhoira onboard, bounce artifacts back to hand and recast them to draw into one of the combo combinations or into another bouncer to keep snowballing. More often than not, bounce your artifacts once or twice pretty much wins you the game. Don't be afraid to sacrifice all your lands to bounce as many artifacts as possible back to hand with Chain of Vapor if you're ready to combo off.

And after drawing your deck, you can either kill your opponents with Walking Ballista . If Walking Ballista has been exiled previously, the another way to kill is trying to assemble Isochron Scepter + Dramatic Reversal + Codex Shredder to mill your opponents out.

There is still a backup plan if somehow those combination couldn't be assembled after drawing the whole deck, which is: Timetwister + Swan Song + Codex Shredder + any instant or sorcery spell to create infinite birds. First you counter your own spell with Swan Song to create a bird token. Next your cast Timetwister to shuffle Swan Song back into your library and draw the whole library again with the infinite draw combo on the battlefield. And then you use Codex Shredder to retrieve Timetwister and repeat the process infinite times to create infinite birds.
