Any advice, +1s and comments are very welcome! Please keep the budget in mind!

Summary:

An experimental Izzet deck. You copy a lot of looting/drawing spells to get more card draw than they intended. With that you get what you want, which is a chasm skulker / pyromancer and more drawing cards. Then hit with a bunch of tokens or a giant skulker. When you are milling yourself too far (usually the game will have ended already but just in case) there's Elixir of Immortality. The deck is fairly 'budget' as usual (<$40 low cost before tappedout price change, <$75 new system), feel free to put in more expensive stuff like Serum Visions, Remand, Delver of Secrets   or Snapcaster Mage, turning it into a standard izzet modern deck with card draw instead of burn.

Ruling Clarifications:

• Copying does sadly not count as casting.
• Tormenting Voice has discard a card as part of the cost, which doesn't have to be paid when copied. f.e. when copied twice, you discard 1 card, and draw 6.
• When copying the charms, you can only choose new targets, not new effects of the card.
• Chasm Skulker only spawns squids when put from battlefield into the graveyard. Exile and Bounce are hard counters.

Mainboard:

Creatures:

• Chasm Skulker and Young Pyromancer bring the main meat/win condition to this deck.
• Goblin Electromancer makes Howl of the Horde + Card a lot more accessible!

Instants & Sorceries

• Howl of the Horde is your friend for drawing more than intended for this amount of mana. Can be substituted by Increasing Vengeance to trigger instantly, but the dual copy without exiling is really nice!
• Twincast is versatile, as you can copy big spells from your opponent, or copy your own spells a bit more!
• See Beyond cheap draaaaw!
• Faithless Looting cheaper draaaaaw!
• Electrolyze burn/control and draaaaaaaaaw!
• Izzet Charm versatility, and did I mention draw?
• Gitaxian Probe or its cheapskate version Peek : knowledge and guess what? draaaaaaw!
• Tormenting Voice First, we draw the batman.

Rest:

• Pyromancer Ascension, but this beast of a card needs special mention. That rhymes, so it's true! Extra fun if you can copy your Howl of the Horde which makes two copies after attacking, so you get 4 copies, and then you get another copy from ascension on the spell you cast afterwards. Better remove the hand size!
• Dual Casting is amazing, but I only run 2 because I don't have a lot of real creatures to cast them on. I generate tokens if I have Pyromancer but they are removed easily and I prefer to use them as chump block. Electromancer is a fine target but I only run 3. Basically I also don't want to gimp on other cards.
• Elixir of Immortality is put in to not draw yourself to death.

Sideboard:

• Kiora's Dismissal is a nice blue card vs decks relying on a bunch of enchantments
• Aqueous Form if the opponent has too many chumps to deal with your chasm skulker. Could be a Stratus Walk if you like that / vs somehow beefy flyers (usually Elecrolyze / Izzet would be enough).
• Robe of Mirrors is creature defense, where no one will touch it!
• Rune Snag for when the enemy counters your stuff, a little control back.
• Elixir of Immortality can be put in vs mill decks, so you'll have less chance of losing all your 'comeback potential' from elixirs ending up in your graveyard unused.
• Pithing Needle to counter activated abilities that trigger (infinite) combos. Cheaper than Phyrexian Revoker.

Maybeboard:

• Increasing Vengeance could replace Howl of the Horde , or support it. I found that Howl triggers the double copy more easily, and that copying the double copy is often too mana-intensive.
• Infernal Plunge is interesting, as you could copy the mana gain into getting your combos out earlier, and/or use it to 'pop' your skulker. Goblin Electromancer currently does the first too, puts a creature on the board and is more independently reliable.
• Peek for when Gitaxian Probe is too fancy expensive for you.
• Remand I'm not sure how copying counterspells works, but it'd be a counter + drawing in one card, which could be nice.
• Serum Visions is probably a more desirable card than Gitaxian Probe, as you can easily filter your draws.
• Divination is a card I used to have in, but replaced for cheaper cards with 'drawbacks' (Tormenting Voice). Could be considered if you'd rather not have a drawback.
• Reliquary Tower Currently the deck casts/discards enough not to overdraw, but if you put in some other cards there might be a problem. if you remove your max hand size, the problem is gone.
