I haven't run this yet, but with some tweaks and a workable land base that's not so cost-prohibitive, I will be very happy to buy the rest of the list and sleeve it up.
I'll summarize the purposes of the cards I've chosen:
Creatures
Delver of Secrets
because he's about as good as it gets for tempo builds, and is just fun to play with.
Monastery Swiftspear is my budget Goblin Guide that might be better on average for this deck, especially if I fit in more cantrips. My inner Timmy put Vexing Devil in this slot.
Stormchaser Mage for every reason; Flying helps ensure pump spells go to face, Prowess gives him beater potential, and Haste makes him valuable on turn 2 or as a top deck.
Swiftblade Vindicator is here because he is a bag of combat tricks which easily represents massive damage when a path is cleared, much like the adorable Kiln Fiend.
Lone Rider
's drawbacks get worse if you have a vivid imagination. I love it but I'm conflicted. Snapcaster Mage is better in this slot if you have an extra $300 to burn. Testing needed, open to advice.
A single Odric is something I added after looking at the sheer quantity of static abilities on the other creatures. With a small number of creatures in the deck his chances to have a great impact decline. Upping the creature count would reduce Delver's
impact. Another card that is closer to the curve could replace him, but the question is which.

Burn (10)- 4 Lightning Bolt, 3 Lightning Helix, 3 Boros Charm
Removal (11)- 4 Lightning Bolt, 3 Lightning Helix, 4 Path to Exile
Pump/Protection (9)- 4 Mutagenic Growth, 2 Titan's Strength, 3 Boros Charm
