I am building this deck around the Guttersnipe and Harness the Storm combo along with prowess.

I figure by turn 5 my 2nd Lightning Bolt could be doing 10 damage, 3 from original cast, 2 from Guttersnipe ability, 3 from Harness the Storm cast, another 2 from Guttersnipe ability.

Thought Scour hinders the opponent and gains card advantage, it is more useful with Harness the Storm, providing prowess and cards multiple times.

Mana Leak slows the opponent while Cyclonic Rift removes anything that hits the board that I did not (or could not) counter.

Keranos, God of Storms and Niv-Mizzet, Dracogenius are there for the long game and/or defense against big creature decks.
