A somewhat more budget/burn take on Goldfish's Risky Izzet Wizards. I'm going with only two Risk Factors, two Chart a Course, and two Radical ideas in favor of more burn for control and direct damage ( 3 Shock/ 3Lightning Strike). The mana base really should have all four Steam Vents, but I'm broke. Slotting in Guttersnipe instead of Arclight Phoenix let me slot out one basic land and synergizes with the faster strategy I'm going for.

My thought is that, with Goblin Electromancer, a Lightning strike becomes another Bolt, plus a shock will deal 4 damage to your opponent with a Guttersnipe out. I almost want to slot in a single Goblin Barrage in the place of a Radical Idea since I'm running 8 goblins.

Really, I just want this to be a little more like the Modern UR wizards build with Thunderous Wrath.
