Anything is a dragon depending on how you look at it.

Combo between Scion of the Ur-Dragon and Conspiracy and the new enchantment from Ixalan Arcane Adaptation. With either enchantment on the board any creatures in your deck become dragons for Scion to copy. This includes the four primary win conditions, Kozilek, Butcher of Truth, Blightsteel Colossus, Ulamog, the Infinite Gyre, and It That Betrays. The first three all have the ability of shuffling your graveyard back into your library. This allows you to grab them repeatedly turn after turn. I've included It That Betrays for two reasons. First: if an opponent's deck is sacrifice based, it can be tutored at instant speed to disrupt any of there combos. Secondly: it combos with Tragic Arrogance for huge game swings.

The rest of the deck focuses on ramp, tutors, and control. Ramp and fixing spells will get you the colors you need and the mana to activate your combo while holding up counter spells. There are several tutors in the deck to find your enchantment combos. Enlightened Tutor and Idyllic Tutor can directly find it alongside other tutors such as Vampiric Tutor, Demonic Tutor, and Diabolic Tutor. Mystical Tutor can find you a tutor spell and Merchant Scroll can find you Mystical Tutor.

The deck includes a suite of sweepers and counter spells to protect you and your combo from being disrupted. The deck only has 7 creatures in the library, 4 of which are meant to be tutored by Scion. The others are mana dorks and it is not important for them to last after they have ramped your combo together. An indestructible creature such as Blightsteel Colossus can be copied onto Scion before playing one of the 7 board wipes in the deck.

I know that fetch lands would make the mana base more effective and consistent but I excluded them because of price. If you own them by all means include them.
