The goal of the Nekusar deck is punish players for drawing and discarding cards. Naturally this means the deck is full of spells and abilities to force these actions. Wheel of Fortune and Megrim are prime examples of what we're trying to do here.

This deck is highly effective at wiping an entire table of players very early. It will reliably win the game by turn 5, the first time... Enjoy it while it lasts, it won't take long for you to become the most hated player at the table.

These are the effects that win us the game. Megrim, Liliana's Caress, Nekusar, the Mindrazer and similar cards stack up damage very quickly. To ensure we have these key pieces in play we need tutors. Demonic Tutor, Diabolic Tutor, Gamble.

Once the payoffs are in play we need to do two things, stay alive, and cause mass discard and draw. Board wipes and evasion Cyclonic Rift, Dissipation Field. Creatures Fog Bank, Archfiend of Ifner.

With just two payoff spells in play we only need

Damage Sources: These are effects that deal damage when opponents draw or discard, examples include Liliana's Caress, Megrim, Underworld Dreams

Damage Triggeres: These are the wheel effects Wheel of Fortune, Windfall, Forced Fruition

Protection: This deck quickly draws a lot of hate at the table and needs protection. These come in two forms deterrents and mass removal. Deterrents Dissipation Field, No Mercy. Removal Damnation, Evacuation, Archfiend of Ifnir

Utility: We need utility and versatility to survive the early game, card draw from Brainstorm and Ponder help us find what we need. Muddle the Mixture and Gamble search for well timed answers. Waste Not provides incredible advantages.

Once one or two traps have been set, it's time to spin the wheel. This will often lead to more wheels that same turn. Multiple wheels per turn will cause massive damage and frequently wipe out everyone at the table.
