This deck is on a budget (admittedly high budget, but still cheaper than most 100% cedh builds).

Strategy is simply to tutor up isochron scepter and dramatic reversals which playing out artifact mana to create infinite mana which is an instant win because of your commander's ability.

The deck also has plenty of counterspells, as well as some hand-hate to try to delay or remove their combo.
