Some recent work by The Commander's Quarters, which has been communicated to me in video, leads me to expect that Hapatra, Vizier of Poisons may be turned into a new and important source of salt in the immediate future. Certain aspects of the situation which has arisen seem to call for watchfulness and, if necessary, quick action on the part of myself. I believe therefore that it is my duty to bring to my attention the following facts and recommendations:
In the course of the last four months it has been made probable – through the work of The Commander's Quarters, somewhere – that it may become possible to set up a snake token chain reaction in a large mass of -1/-1 counters by which vast amounts of power and large quantities of salt would be generated. Now it appears almost certain that this could be achieved in the immediate future.
This new phenomenon would also lead to the construction of more decks, and it is conceivable – though much less certain – that extremely powerful decks of a new type may thus be constructed. A single deck of this type, used in a commander game, might very well destroy the whole game together with some of the surrounding territory. However, such decks might very well prove to be too salty for usage.
My collection has only very poor -1/-1 counter cards in moderate quantities. There are some good cards in Star City Games and Card Kingdom, while the most important source of cards is TCG.
In view of the situation I may think it desirable to have more permanent contact maintained between myself and the group of physicists working on chain reactions in America. One possible way of achieving this might be for me to entrust with this task myself. My task might comprise the following:
a) to keep myself informed of the further development, and put forward recommendations for action, giving particular attention to the problem of securing a supply of -1/-1 counter cards for the myself;
b) to speed up the experimental work, which is at present being carried on within the limits of the budgets of University laboratories, by providing funds, if such funds be required, through my contacts with private persons who are willing to make contributions for this cause, and perhaps also by obtaining the co-operation of industrial laboratories which have the necessary equipment.
I understand that other players in the playgroup has actually stopped the sale of infect cards from their collections. That they should have taken such early action might perhaps be understood on the ground that they are building infect decks of their own.

This deck was designed by the Commander's Quarters, and modified for construction with available cards by Carbon-13. The deck focuses around a primary mechanic, -1/-1 counters. Various cards in the deck use -1/-1 counters to their advantage, notably the commander, and -1/-1 counters give control over the board state, with regards to creatures. The goal of the deck is to maximize production of -1/-1 counters, creating an army of snakes while preventing other players from obtaining a board state. This allows for victory through attrition. In addition, the army of snakes can be used to kill players, and makes for a good defense. The last win condition for the deck lies in its infinite combos. Firstly, Blowfly Infestation goes infinite with Hapatra, creating infinite token etbs, token death triggers, and -1/-1 counter placement triggers, which can benefit from cards such as nest of scarabs or flourishing defenses, or zulaport cuthroat, falkenrath noble, obelisk spider, or poisontip archer. Quillspike goes infinite with devoted druid, and with Hapatra, ivy lane denizen also goes infinite with cinderhaze wretch or devoted druid. All of this can be seen in the video below, produced by the original designer of the deck.
