This is my take at a budget elf deck.

The damagers a.k.a. the flashers:

2 Devoted Druids and Ezuri, Renegade Leader = infinite damage and mana combo. This is the main strategy of the deck. Once Ezuri hits the battlefield untouched he provides infinite regeneration and infinite power and toughness boost to the entire army.

Elvish Archdruid and Ezuri, Renegade Leader + the likes of Dwynen's Elite, Elvish Promenade and Sylvan Ranger(which are all "free" to cast when Elvish Archdruid is on the battlefield). These guys provide for an efficient secondary strategy, which often ends up swinging for 15-35 in turn 4 and 30-130 in turn 5 while goldfishing.

The (budget) tutors:

Eldritch Evolution is basically a cheaper Chord of Calling without the instant speed.

Lead the Stampede has the potential to put 5 creatures on the battlefield in one turn as opposed to Collected Company where you only get maximum 2. So if you pull off 5 lucky draws and have ~10 available mana Lead the Stampede is actually better. In 90% of the cases Collected Company is far superior, though. That's probably why it is 50 times the price of Stampede.

Elvish Harbinger puts Ezuri, Renegade Leader on top of your library, which is fine since his summoning sickness is irrelevant. It's a strategy revealing and slow process though and suggestions to budget friendly alternatives are more than welcome.
