This is my mill deck for pioneer I built. There are many like it but this one is mine.
Please leave comments and suggestions and don't forget to Upvote!
Let's break it down:
The basic idea here is that every card you play will mill your opponent or opponents.
Fraying Sanity is the main spell you need out to combo for massive mill however the deck has enough heavy mill options to go without it if it gets countered or exiled.

This is NOT a control deck so be aggressive with your mill and hit them hard and fast. Use your kill spells to get major threats off the board. You almost wont care what they play as your goal is to mill them out.

The library IS the opponents life total. Your opponent will quickly start to panic when they see large chunks of their library disappear every turn.

Merfolk Secretkeeper - Mill 4 and block - Casting its effect and the creature will also trigger Drowned Secrets for an additional mill of 4
Ruin Crab - Mill 3 for every land I play.
Thief of Sanity - Mill 2 and steal a card, also useful as a blocker vs flyers
Tome Scour - Mill 5
Maddening Cacophony - Mill 8 or kick for a GG!
Breaking / Entering - Mill 8!
Traumatize - If used turn 5 can mill up to 24!
Drown in the Loch - Counter or Kill all of the things
Opt - Drawing cards is important
Tyrant's Scorn - Kill or bounce, can also be used to bounce your creatures back to recast for more mill!
Fraying Sanity - Mill X all day, get 2x on an opponent and its basically GG.
Drowned Secrets - Mill 2 every time I cast a Blue sell, and every spell is Blue!
Jace, Memory Adept - The "FU" Jace
Jace, Wielder of Mysteries - The "Self Mill" Jace
Ashiok, Dream Render - Mill and Exile Graveyard
Unmoored Ego - Remove win cons
Cry of the Carnarium - Kill all the tokens/weenies
Duskmantle Guildmage - Can be used as another win con with mill+dmg
Grafdigger's Cage - Escape and Phoenix hate
Thought Erasure - Harass the hand and dig
2xTome Scour + 2xFraying Sanity = 40 cards milled
Traumatize + Fraying Sanity = GG
Fleet Swallower + Fraying Sanity = GG
2xTome Scour + Wall of Lost Thoughts + Drowned Secrets + Fraying Sanity = 40 cards milled.
Jace, Wielder of Mysteries + Fraying Sanity on your self + Traumatize on self = WTF, did you just win by self mill.... FBS
Activate Duskmantle Guildmage first ability + Fraying Sanity already on the board + play 2xTome Scour = 20 cards milled and 20dmg to the face!?!
This is how you could in theory win the game on turn 4/5 with no real way to stop you. This is assuming your opponent has a 60 card deck and does not mulligan or counter/exile Fraying Sanity, and you go first.
Turn 1: Island > Tome Scour. Opponent card count: 48 (They draw 7 at the start taking them down to 53)
Turn 2: Swamp > Drowned Secrets. OCC:47
Turn 3: Watery Grave > Fraying Sanity on Opponent. OCC:42
Turn 4: Island > Breaking / Entering + Maddening Cacophony. OCC:1/0
If your opponent drew any extra cards at any point doing the 4 turns or cast any spells that go to the graveyard after Fraying Sanity hits the board you win. If not cast any blue spell on turn 5 and you win!

Updates Add

I added x3 Thief of Sanity and took out a wall, a secret keeper, and a mind sculpt. Thief is just too good not to have in this deck.
