This deck is not only budget, but very fun to paly. The idea is that with multiple border posts and isochron scepter imprinted w/ dramatic reversal, you have infinite mana and infinite untaps. With this, you can win with a horrible card: Consulate turret. This deck was built mainly off of cards that I own and cards that synergize with isochron scepter. When you play this deck, feel free to sub in cards and make your own sideboard. At a casual modern event at my game store, I went 2-2-1 (2 wins, 2 losses, and 1 draw). I encourage you to play with this deck because it is cheap, fun, funny, and playable.
