This is a deck that I've been tweaking since the mid '90s. Over the last couple decades, new cards are occasionally released that help it out, and I feel like right now it is finally, genuinely competitive.
The concept is simple: it's a suicide deck that takes the opponent down with it. As the title of the deck suggests, the focus of the deck are the spells Hurricane and Earthquake. These not only whittle down the opponent's life total, but serve as crowd control at the same time. Other spells, like Flamebreak, Heaven / Earth, and Magmaquake are redundancies of the same theme.
Stuffy Doll is in there because he doubles the damage to the opponent from Earthquake et al, but also combos with the Volcano Hellion for an instant kill as long as you have more life than your opponent. Which is not hard, since I'm running Sun Droplet to regain the life lost to my own spells (especially effective if I have two of them in play), and a couple Nourish for good measure.
Wheel of Fate, Reforge the Soul, Weirding Wood and Browbeat are an important element, because the deck tends to stall after the first few turns.
Weirding Wood and Harrow are the only ramp, unless you consider Sandstone Needle, and this is the area I think the deck needs the most help with. I may try to add some mana rocks, but I don't want to lose the mass burn to do so.
